Texas Rangers investigating Bexar Co. Constable's Office following command staff shakeup

The Texas Rangers launched an investigation Tuesday

SAN ANTONIO -- The I-Team confirmed Wednesday the Texas Rangers have been brought in to investigate potential criminal wrongdoing within the Bexar County Precinct 2 Constable's Office.

Precinct 2's chief deputy and captain, second and third in command behind Constable Val Flores, are no longer with the department, according to a precinct 2 spokesman.

A Texas Rangers spokesman said the investigation started Tuesday, following a request from Bexar County District Attorney Nico LaHood.

The Texas Rangers spokesman declined to discuss specific details of the investigation.

Precinct 2 Interim Chief Deputy Jesse Garcia told the I-Team he had yet to be briefed on the reason for Rangers involvement.

Garcia added the outside investigation comes several months after a precinct 2 internal investigation into possible abuse of power among command staff.

Wednesday, the I-Team obtained the resignation letter of Chief Deputy Javier Flores, who resigned June 2 but did not give a reason for his departure.

Paperwork submitted to the Texas Commission on Law Enforcement regarding Flores' separation indicates he was "honorably discharged".

However, Garcia indicated Flores left the department after being told he was the subject of an IA investigation.

Garcia said allegations surfaced this spring that command staff was ordering deputies within the department to perform duties not assigned to them by Constable Val Flores.

Garcia added that deputies came forward to say Reiff was interfering with the investigation of Flores.

Garcia told the I-Team results of the investigation of both officers were turned over to the district attorney.

The I-Team was unable to track down Flores for comment.

Precinct 2 officials said Captain Jerry Reiff was given a notice of termination earlier this month. Reiff, who denied abuse of power allegations when reached for comment Wednesday, referred all other questions to his attorney.

The attorney did not respond to multiple calls from the I-Team.

Neither officer has been charged with a crime, and Reiff could potentially appeal his termination.

Sources said a third precinct 2 employee is also being investigated for potentially concealing evidence related to a crash in a department vehicle. We are not naming that employee because his name has not been officially released to the I-Team.

Constable Val Flores was not available for comment Wednesday.
