Hurricane Forecast: 40 percent chance tropical storm will develop

South Texas will have to continue to monitor the Gulf, as a developing tropical low pressure system moves towards us. Starting Thursday, rain chances will significantly increase for much of the viewing area from a surge of tropical moisture.
