Taking on tagging: S.A. City Hall cops new approach to graffiti

For years, the city has focused on clean-up, or abatement of graffiti. Now, Councilman Cris Medina is calling on city hall to take out the tagging before the paint dries. He's asking for stiffer penalties, including mandatory jail time for offenders.
