Will Bexar Co. postcard get people to turn themselves in?

A demand for more patrols has the Bexar County Sheriff's Office pulling officers from the warrants division. They are hoping the void in manpower can be overcome by sending out postcards to those with warrants, hoping people will turn themselves in.
