SAN ANTONIO-- In 2004 Juan Rosa was sentenced to 5 years in prison for possession of child pornography. In a plea deal, charges of indecency with a child were dropped.
Rosa was released in June of 2010 and recently he failed to register as a sex offender.
Investigators say the 36-year-old began working at a north-side Wendy's restaurant where he was up to no good.
Federal agents with Homeland Security Investigations said Rosa would chat with people online and those interested in buying child pornography would show up with $50 and the secret password.
"He tried to mimic his sale of the child pornography much like we see in the drug-trafficking area. He tried to build in some safeguards in the way he distributed, hopefully law enforcement would never catch him," said Vincent Iglio with Homeland Security Investigations.
Rosa would place a memory card with the food order.
Investigators are working to identify the victims in the videos. Rosa lived with a girlfriend in Converse and kept a safe house where he would manage his illegal work.
Authorities say Rosa would rent computers, distribute child pornography and then wipe them clean. So when authorities reviewed his personal computer he only had 14 files - which was unusual.
Reportedly the fast-food restaurant had no idea what was going on and they did not know Rosa was a convicted sex offender, investigators said.
