ACS investigating allegations postal workers threw kittens in dumpster

According to a witness who opted to remain anonymous, a post office employee is said to have dumped two newborn kittens in a dumpster. 

The dumpster is behind the post office on Harlow on San Antonio's northeast side. 
 
The allegation is that a postal worker witnessed a cat giving birth to two kittens on a back loading dock of the post office and dumped the newborn kittens in a nearby dumpster instead of contacting city services.
 
Reportedly a second post office employee stumbled on the kittens and called the authorities.
 
Animal Care Services in San Antonio says if the allegations are true, then the person, or persons  responsible could face charges. 
 
"...If we can find witnesses, then we will move forward with the criminal investigation," said Lisa Norwood with ACS.
 
The U.S. Postal Service couldn't comment on the matter.
