One issue the residents of the Hills of Rivermist subdivision will likely bring up in a meeting with builder Pulte Homes is why the retaining wall was built without a permit.
Pulte Homes says it did not file for a permit because they were in compliance with industry standards.
Before Leann Dinh ever moved in the City of San Antonio inspected nearly everything in her home: the plumbing, the electricity, the walls. Even the street leading up to her home was inspected.
But what the city never inspected was the wall her home is sitting on.
The city's planning department says permits for retaining walls are required. But inspections making sure those permits are taken care of , are not .
City inspectors are going back and checking that every wall has a permit.
From this day forward all city inspectors, whether their checking on plumbing or electricity, will be required to check for a permit, as well, if the home sits on a retaining wall.
Had these changes been in place before the Dinh's moved in, they might not be moving out now.
